Zimbabwe’s economic structure is increasingly characterised by growth without industrial transformation. While sectors such as mining and agriculture have shown resilience and, in some cases, expansion, this growth has not translated into downstream industrial development. Instead, the economy is witnessing rising mineral exports without beneficiation, continued export of semi-processed agricultural products such as tobacco, cotton, and leather, and weak linkages between primary sectors and manufacturing. This disconnect reflects a failure to move up the value chain, which is the central requirement for structural transformation under Vision 2030. AEDS is producing the State of Zimbabwe’s Industry and 2027 Industrialisation Outlook for the Ministry of Industry and Commerce, focusing on; (a) providing a thorough analysis of state of industry and the external environment; (b) assessing the state of industrial infrastructure in Zimbabwe; (c) analysing industry investment opportunities through an Industry Investment Prospectus; (d) establishing the state of industry financing in Zimbabwe; (e) analysing industry markets and policy options; (f) undertaking sector SWOT analysis of the state of industry in Zimbabwe; (g) evaluating the impact of the cost of doing business in different sectors on the competitiveness of industry; (h) the state of technology, artificial intelligence and industrial transformation; and (i) environment sustainability and climate action.
